Mobility - criteria

We opted against the inclusion of a car in the standard budget, for two reasons.

First and foremost, the Basic Mobility Decree of 20 April 2001 provides for a minimum supply of public transport
services for every Flemish citizen. The second reason has to do with the living situation of the households considered. All household members are assumed to be healthy.

None of the adults is employed, so that they do not need a car to get to work. They are assumed to be able to
make use of public transport to get to job interviews. A car is not needed for shopping either, assuming that the household members possess bicycles with saddle bags.
