The final intermediate need that has to be satisfied in order for individuals to be able to participate in society in a manner compatible with human dignity is mobility. People need to be able to move around to fulfil their various social roles adequately (shopping, movies, school, visit to GP, …).
The minimal mobility requirement depends largely on the individual’s living situation (health, employment, proximity of public transport…).
